SACRAMENTO – Today Assemblyman Josh Hoover (R-Folsom) announced that Assembly Bills 1246 and 1375 were signed by the Governor. AB 1246 supports our small businesses by extending the sunset date a year for licensed California Craft Distillers to directly ship their products to California consumers. AB 1375 protects children in custody disputes by requiring courts to consider all relevant evidence of human trafficking when determining the best interest of a child.
AB 1375: Human traffickers often turn to the court system and custody disputes to further abuse and coerce their victims after they have escaped. Currently, there are no provisions that explicitly address human trafficking in family courts and child custody cases, and the lack of awareness leaves survivors vulnerable to further harassment.
“Survivors of human trafficking deserve our support and protection. My bill ensures that judges consider the special circumstances during a custody dispute to protect both the human trafficking victim and any children that resulted from their union,” said Assemblyman Hoover. “This bill provides more awareness in our court system that aims to protect human trafficking survivors and their children from further harassment.”
AB 1246: Direct-to-consumer shipping for craft distillers is set to sunset on January 1, 2026, which will significantly reduce the revenue for California craft distillers. AB 1246 extends the sunset date another year and also increases the daily sales limit for craft distillers from 2.25 liters to 4.5 liters of prepackaged products per consumer when visiting their tasting rooms.
“California Craft Distillers are more strictly regulated than larger alcoholic beverage companies and often struggle to meet consumer demand as a result. This bill puts them on a more level playing field by loosening the limitations imposed on these small businesses,” Assemblyman Hoover said. “Our local distillers are just trying to survive in a highly competitive market and this bill provides them with the tools to succeed.”
Josh Hoover represents Assembly District 7, which includes the cities of Citrus Heights, Folsom, and Rancho Cordova and the unincorporated communities of Carmichael, Fair Oaks, Foothill Farms, Gold River, Mather, McClellan Park, North Highlands, Orangevale, and Rosemont.
